In this alternate fictional reality, America can be divided into three parts: charter villages, labor settlements such as B-Mor, and the Open Counties. The upper class live in the walled charter villages while the laborers make their home in settlements nearby, and beyond them lie the anarchic wastelands of the Open Counties. Fan is a fish-tank diver who lives in the B-Mor settlement. When her boyfriend, Reg, is captured and taken to a distant charter village, Fan, who is pregnant with his child, leaves the safety of the settlement to find him.
