Il-ho is known as a model student at school. One day, he witnesses the gym teacher threatening a student with a lighter for breaking the school's policy about hair length. Enraged at the incident, Il-ho starts a one-man protest against the school’s hair length regulation. Meanwhile, Il-ho's grandfather begins a protest against the town’s development project, realizing that the project only benefits a few and is fatal to the environment. Both protests by Il-ho and Il-ho’s grandfather attract a lot of  attention, but things don't change as much as they’d like. However, in the process of raising questions about the group to which he belongs and asserting his beliefs, Il-ho gradually comes to understand the relationship between the individual and society.
