小说主人公是《韩国每日新闻》的社会部记者文正洙，他的工作就是围绕自己负责区域的警察署活动，进行采访。他采访的事件中包括儿子杀死常年性侵犯继女的父亲、小学生被自己饲养的狗咬死、躲避洪水的村民相互群殴、百货商店火灾、驻韩美军装甲车事件、多文化家庭等等，集中暴露了今日韩国社会中的焦点问题。《公无渡河》没有核心事件和情节，设有美军爆破场并正在开发的西海岸渔村“海望”成了小说的主要舞台，这个小小渔村便是当代韩国的缩影。陈腐的欲望、支离破碎的争斗和无可奈何的绝望勾勒出以海望为名的鲜活的现实。
